Business enterprises fuel the digital economy by generating the wealth to provide public services, to create more and better jobs, higher standards of living and a more sustainable economy. Financed through taxation, the public sector’s role is to deliver goods and services efficiently for the benefit of government and the citizen.

However, undeniably both sectors’ reputations have been damaged throughout the economic crisis. Right or wrong, the public sector has been vilified for inefficiency and over-indulgence, the private sector accused of avarice and greed. Some have even labelled charities over-commercial and insensitive. Others argue that business processes are over-complicated, technology overwhelming, and information a constant barrage which is difficult to evaluate. Stirred into the IT melting pot are complicated, confusing and uncertain laws and regulations that remain a regular source of irritation in meetings, discussion groups and other activities promoting good practice.

These Legal Guidelines focus on legal compliance for competitive advantage and aim to empower enlightened decision makers who are responsible for implementing systems and networks, applications and services that enable the business. The Guidelines set out some core principles upon which organisations can build their knowledge to navigate through the legal and regulatory minefield that encircles the corporate digital estate.

About the Author - Will Roebuck, BA (Hons) Lond. LL Dip

Will is E RADAR’s Founder and CEO. He has over 15 years’ experience working across business information eco-systems, and has advised industry, the EU, Parliament and UK Government on electronic supply chains, legal risk management, governance and compliance. Will started his career as a Prosecutor for the National Probation Service . He was a member of the EAN team that developed global supply chain standards for meat traceability and set up the Home Office-funded CD-id project.

Will has also been a consultant to Bird & Bird LLP, a full-service corporate international law firm, the Communications Management Association and the British Computer Society. He also writes extensively and is a published authority on privacy in e-business (British Standards Institute, 2004).
