In common-sense terms, ‘openness’ means being receptive to ‘the outside’; listening as much as talking; giving in order to receive; learning from others. In an IT context it also comes to have other, more specific technical meanings, for example; ‘embracing the principles and practices of open standards’ and ‘open’ software licensing regimes. The common-sense and the technical are too often confused, to the detriment of both.

Historically, Microsoft, like all other large successful IT companies, has had its problems with ‘openness’: a consequence of common commercial practices in pre-internet and pre-world wide web times that greatly rewarded protectionism and exclusivity.

In 2009, the UK’s National Computing Centre accepted the offer of a seat on Microsoft’s Interoperability Executive Customer Council (IECC), to bring our diverse members’ perspectives to the council’s meetings with Microsoft staff and to be a communication channel back to our members. These Guidelines are such a communication.
